This is the VOA Special English Agriculture Report.

A new American intelligence report says water-related problems will likely increase tensions around the world in the next ten years. These problems include water shortages, poor water quality and floods.

The report says the problems will increase the risk of instability and the failure of governments. However, countries are seen as unlikely to go to war over water. The report says water tensions have historically led to more water-sharing agreements than violent conflicts.

But beyond ten years, it warns that some governments could use water as a weapon to pressure others. And water could also be used to "further terrorist objectives."

The report is called an Intelligence Community Assessment on Global Water Security. It looks at possible effects of water problems on United States national security interests over the next thirty years. It says the areas that will be most affected by water problems are North Africa, the Middle East and South Asia.

Secretary of State Hillary Clinton announced the report last Thursday on World Water Day. The National Intelligence Council wrote the report based on a National Intelligence Estimate she requested a year ago.

HILLARY CLINTON: "Reliable access to water is essential for feeding the hungry, running the industries that promote jobs, generating the energy that fuels national growth, and certainly it is central when we think about how climate change will affect future generations."

The report says water-related problems could distract countries from working with the United States on important policy goals. But it also predicts an increased demand for American aid and expert help to solve those problems. That demand could create "opportunities for leadership" and influence.

The report says, "Water shortages, poor water quality, and floods by themselves are unlikely to result in state failure." But these could combine with poverty, social tensions, environmental problems, poor leadership and weak governments to produce social disorder. And that combination could cause state failure.

The report predicts that from now through twenty forty, "water shortages and pollution probably will harm the economic performance of important trading partners." During the next ten years, it says, the loss of groundwater supplies in some agricultural areas will create a risk to national and global food markets. These shortages will be a result of poor management.

Agriculture uses about seventy percent of the world's freshwater. The report says technology that reduces the amount of water needed to grow crops will offer the best defense against shortages.

IN THE HOLY KORAN STAND THAT: FROM WATER EVERYTHING IS LIVING, THAT MEANS NOT ONLY A HUMANITY IS TREATHED BUT A WHOLE CREATURE, THERFOR WE ALL HAVE TO HOLD A FULL CAR FOR USING EACH WATERDROP.

many thanks t voa for letting the world think about woter prolem
well this is the real prolem i have ever thought about. i could not think that there is a place on earth where people have a prolem of water to that point but when i looked these refugees in south sudan drowing mads in a hole, i almost wept in front of my screen.
i think this is the biggest problem the wold have.

Water shortage is not a new issue around the world and people should increase awareness of that problem. From me, agriculture management is one of the most critical solutions for that. Agriculture production activities not only use a large amount of freshwater, approximate 70%, but also make water resource polluted. Let imagine, how much animal waste/pesticide/herbicide is discharge in to water resource everyday? management is the key to tackle this issue!

I don't understand why on the one hand warning about the risk of use water as weapon to make pressure others, and on the other hand the willpower to manage the issue, holding the leadership. We must all drop out these old habits, for the good of humankind

Thank you VOA for water topic and many opinion that concern this problem. I thought unless the water shortage and flood which occurs through years.water quality increasing from the past including many pollutants; such as, Iron contaminated in potable water in Bangladesh, vietnam or some area in India. These problem is cause of health effect which must realized in the next time.

Water shortage is a serious problem around the world.Somewhere people have no enough clear water for their demand, even drinking.Nowaday there are some problems to sovle like water quality,water pollution....We need gather to solve these problem .This is a way we save our world.

Hi Voa, thanks for this nice article. I just want to say to people who lives in countries with no water shortage problems, be careful with water using and don't wast to much water. we all have to be careful and safe the water. please reduce using too much water. so we can never cause water shortage..
